Before you can make an application to migrate to Australia as a “skilled migrant” you will need to get your skills assessed from a relevant national skill assessment authority. There are many  Skill Assessment Authorities in Australia who assess different type of skills. Some of them are;

These organisations (or authorities) have been authorised by immigration department to access and determine the skills of potential migrants coming in to Australia via the General Skilled Migration visa stream.

You get a “positive” skill assessment if you have the required skills to make a permanent visa application. The immigration department uses the letter issued by the Skill Assessment Authority as an evidence to grant you points for your skill.

Depending on your occupation or your skill, you need to submit your application to the appropriate skill assessment authority. Each skill assessment authority has their own process and procedure of assessing applications which is unique to them.
